Job Description

Primary Purpose

The Health, Safety, Security (HSS) Manager is primarily responsible for managing and coordinating compliance with the health, safety, and security programs set forth in the construction contractual agreements as well as joint goals established on site including the establishment of the safety culture upon project mobilization. Manages a team of safety and security field staff to ensure the implementation of programs results to a positive outcome in health, safety, and security requirements. Supports Midstream Operations with HSS needs in addition to capital projects.

This position reports to the Sempra Infrastructure HSS Director and will office within the region surrounding Lake Charles, LA. Extensive field presence at projects and operating sites in the region will be required. Some overnight travel will be required (~10%).

Duties and Responsibilities

  • Perform field observations, opportunity walks, JSEA, toolbox meetings, lessons learned, stand downs, incident investigations and internal and external audits including implementation of corrective actions.
  • Responsible for interfaces between Project Management, SI Midstream (Engineering and Construction and Operations) and contractors with respect to all HSS issues.
  • Responsible for ensuring the compliance with applicable codes, implementation of effective HSS Management program by contractors including exercising Stop Work Authority when warranted.
  • Responsible to manage a team of HSS professionals at site including providing guidance, training, and technical support.
  • Responsible for monitoring, tracking and accurate reporting of HSS data (e.g.: near misses, high potential incidents, first aids and OSHA recordable injuries, and tracking of industry safety leading and lagging Indicators, etc.)
  • Provide subject matter expert recommendations on HSS best practices.
  • Provide contractual assurance of the EPC Contractor and any other third party HSS management systems, documentation, while ensuring compliance with project requirements.
  • Develop, update, and maintain HSS plans, procedures, manuals, and programs.
  • Conduct and participate in internal and external audits.
  • Actively participate and facilitate meetings with employees and contractors to support a strong safety culture.
  • Monitor and maintain a thorough control and understanding of all federal, state, and local health and safety regulations, legislation and policies, to keep project team informed of changes and impacts and to recommend solutions. Communicate, interact and work closely with regulatory agencies and with various departments to facilitate compliance and effective implementation of plans.
  • Perform other duties as assigned (no more than 5% of duties).

Required Qualifications

  • Bachelor's degree in occupational safety or related field
  • 20+ years of applicable field safety experience in large construction projects in the Oil and Gas Industry with direct experience in the midstream infrastructure sector (natural gas transmission, compression, sequestration, storage, etc.)
  • Possess extensive knowledge in implementing best practices of safety, security, and environmental.
  • Possess strong leadership abilities to build positive team environment, manage and influence team performance including mentoring.
  • Possess in-depth knowledge of construction best practices/means/methods, EPC contract execution, specifically techniques used in the construction of transmission pipelines and associated infrastructure.
  • Possess analytical thinking and ability to utilize concise data and information while working through problems and implementing solutions.
  • Possess the ability to apply strong written and oral communication skills while presenting and participating in fruitful discussions with internal and external project stakeholders.
  • Possess positive attitude and has the ability and poise to be professional during crucial discussions with contractor, project members, and/or while presenting critical information requiring management decision to overcome issues and concerns moving the project forward.
  • Possess extensive knowledge and proficiency in the use of Microsoft Office Suite, i.e. Word, Excel, PowerPoint, and Visio to convey information with clarity through presentations and reports.
  • Possess the ability to meet project goals and objectives from a forward-looking approach.
  • Possess extensive working knowledge in monitoring contractor's safety performance and conducting audits and incident investigations.
  • Possess strong working knowledge and understanding of regulatory agency requirements.
  • Possess the ability to manage multiple and complex issues and work independently.
  • Ability to learn and understand regulatory requirements of other US States where the business unit has operations, including Federal and State OSHA, FERC, DOT/PHMSA, etc.
  • BCSP Certification (CHST, OHST, SMS, ASP, CSP)
  • TWIC Card (Ability to obtain)

Preferred Qualifications

  • Bilingual in Spanish

HYBRID: Work a combination of onsite and remote days each week, typically 3 days per week onsite.
